XP shutdown problem

I just reformatted and reinstalled XP on an older dell machine that i have and i started to have an odd problem. when i go to shutdown the system, it will just restart as opposed to turning off. I have installed all the latest updates (SP2 etc...) and there is no fix. is there something within windows that is not letting the system restart? I have tried everything (shutdown.exe -s) and it will still just restart as opposed to turning off, any ideas? (there are no driver conflicts as far as i know of)
 
Click the Start button, right-click My Computer, click Properties, click the Advanced tab, and then click Settings under Startup and Recovery.
Under System Failure, view the Automatically restart check box. If the Automatically restart check box is selected, Windows automatically restarts if the computer stops unexpectedly.

now it will give you the blue screen of death instead of rebooting, post what the blue screen says, then we can really help you :)

Faster way to get system properties window is just push the Windows key + pause/break instead of all that clicking.

its not crashing, it just restarts as opposed to shuts down when i click on shutdown. when i hit restart, the comp restarts.
 
Did you have a UMAX scanner driver installed on your computer when you installed Windows XP SP2.
 
since this is an older machine, make sure to go into BIOS and disable ACPI Power controls. your bios may be trying to automatically start up your computer after windows tries to turn it off. older computers, especially, have this problem. see if that helps
 
Try this command in the run box:
C:\WINDOWS\SYSTEM32\TSSHUTDN.EXE 0 /DELAY:0 /POWERDOWN

Give it a little time to complete the shutdown.
