When I log into XP I can't access the start menu or taskbar for 3-4 min. How can a solve this? I tried disabling 'Background Intelligent Transfer' service but that didn't work.

Go to start\run type msconfig & see what is loading up at startup. Try getting only necessary things to load up. See what happens. You can change it back if it does not work.

run msconfig, and disable some of the startup software apps, i would recommend taking them all off. Also try disbaling some services that you dont need, nut make sure you know what the services do before disabling them.
