Windows installer gone mad?

this happens quite often:
i start an application, windows installer pops up. i click cancel, then it pops up again. i click cancel again, and there it is agian. if i leave it, it has some sort of error the installer can appear up to 10 times before the app opens.
when i actually want to use the windows installer it runs fine, and everything works. only happens when i open random apps.
can anyone give me a solution, or direct me to another topic on the forum which would help. i hav heard of this problem b4, so there must be a solution somewhere

i would try a system restore, this looks like a registry error,

thanx, but its not office that i hav the problem with.
this happens randomly with almost any application

I've had that problem with a few apps (PaintShopPro, and my printer software). I had to reinstall the apps and it fixed the problem). I believe (although I'm not sure), it has something to do with temporary files the application creates during the install.
