is there any way to lock down the windows folder so only the primary admin can shange the contence? like the other user is an admin and all but he jeeps going in there and deleting stuff that he thinks is not importiant, i tryied hiden folder and all but he figured that one out, any ideas out there?
 
An administrator is an administrator, means he can do everything. You can change the permissions on the Windows folder but the other administrator can change them back. He can as an example also change your password. So don't make him angry.

Guess the only way is to change the account type.
