w2k problem right clicking

when logged on as a user I am getting an error when right clicking on the start button. When logged on as an administrator there is no problem. I am able to run windows explorer from programs. Below is the info recorded in event viewer.

This is on a w2k pro with service pack 4. HD formatted NTFS. Users have permissions to explorer.exe.

The application, explorer.exe, generated an application error The error occurred on 07/24/2003 @ 16:35:00.187 The exception generated was 0eedfade at address 77EAB2F0 (RaiseException).
 
Did you install anything or change anything just prior to this?
 
No I had not install anything, or change anything.

I believe that the profiles got screwed up some how. I was able to rebuild the user profiles by coping the administrators profile to the users profile.

Still trying to figure out how or what happened.
