Have a Dell system, XP home. Keyboard has buttons to adjust volume ,but I cannot get them to work. Volume is low. Is this a driver problem and would it be a keyboard or sound card driver problem?

I take it you can control the sound properly from windows. Download the latest Microsoft Certified drivers from your soundcard manafacturer. Some soundcards don't work with keyboard controls though especially pro-audio cards as the drivers for these are usually complex and don't always comply with standards.

make sure your speakers are turned up :p

also, if you have been tweaking services in windows, make sure HID Input devices is set to automatic and started.

Yep, it used to work. Changed out the hard drive and now won't work. Also even trying to control from the windows volume control, the volume is quite low.

So you reinstalled the sound card drivers/on-board sound?

If so have you gone through this:
(see image) and made sure the volume controls are set correctly?

Gimme Dell model. I need it to hunt down your issue's solution. Dell will yield. Their site is pretty well organized. ;)
