V3C ESN Information

I have looked many places for information about the ESN. I haven't found any useful information. Does anybody know where the ESN is stored how to change it? I have read that it is stored in the PDS. Is this true?

Any help is appreciated.

From what I understand about ESN's, they cannot be changed. I believe there is a federal law about it.
