unknown error...... why?

seems like the right place for this....

Every time i try to open Add/Remove Programs or anything else that uses the Add/Remove Programs window (such as Set Program Access and Defaults), i get this error message. never seen it before and i don't have the slightest clue why it's coming up. is there any way to attempt to fix this error without having to reinstall windows? don't really wanna do that again since i just did it last week. :-\ the picture of the error message is attached.

Everytime I use a certain theme I get that error on start up
