Yup, there are some cheaters, the protocol details are readily available for download on the TuxTime forums, so its either people testing their own clients, or someone just messing about, either way the team has a monthly clean-out and the stupidly high times, and un-used accounts will be removed.

type 'systeminfo' into the command prompt and that will give you, you guessed it, system info.

If you use mIRC you can type //echo $uptime(system,1) to get your uptime

Or use a client with a built in uptime script (Acidmax is good). Link to Acidmax

Or get an uptime script to add to your IRC client. Boxstats works well.
