just wana know some softwares that r used to change the toolbar background just like hotbar.

Actually if you had downloaded Microsoft's Powertoy?@Tweak UI., you could do it yourself without any software.Open Tweak UI, somewhere on the left, click on the 'internet explorer', a dialogue box opens., check the 'custom background for internet explorer toolbar' and browse through you image file.But your images have to be .bmp.

yes , i have used Tweak UI but the problem is that the background is applied on all the toolbars i.e on explorer, internet explorer ,Network Neighborhood
i want to have different backgrounds for these toolbars

I don't think it's possible ... AFAIK.
