Check the file permissions on the all users directory.

Navigate to the c:\documents and settings\all users directory using explorer, right click the directory and select properties. If you then select the security tab and it will list the users and their respective access permissions. (See attached)

You've got simple file sharing enabled. Open a folder, click on the tools menu, folder options, view tab. Right at the bottom of the option list is use simple file sharing, deselect this tick box and the security tab should appear. :)

I mean the directory that appears in the error message c:\documents and settings\all users..... can you browse to that using explorer? Also, if you can, try creating a new file from thr right click menu.
