Don't buy an ATI 9000/9100 they are a lie. With the 9 they should be DX( hardware but are not! The FX 5200 is another junker.

If you can't swing a 9500 Pro (or even the 9500 from an OEM). Get the GE 4200-8. it rocks on all DX8 stuff. The real GE FX cards are going to be replaced "shortly" with cards that don't fry themselves from too much heat.
