Yes it is, or I should say "It is suppose to be".
Once you plug in a new USB device, the drivers will be loaded by Windows, if it has it.
A couple of my devices weren't recognized.
Some devices will require you to install the drivers.
Once all the drivers have been installed, you can remove the device and plug it in later and windows should know what it is.
 
lol sorry i was not spesific enough i ment is it a pnp os (there is a setting in my bios)
 
Yes - make sure this option is selcted in your BIOS - also make sure the the IRQ's are all set to AUTO
