PC CHIPS 830LR MOTHERBOARD Problems

I got one like a month ago... didn't work... it didn't power up at all. I RMA'D it and got it back yesterday and the same thing. Except this time the cd drive flashed for like 1/2 second but then went off. My system includes:
AMD Athlon XP 1900+
PC CHIPS 830LR MOTHERBOARD
80GB WD HDD
30GB WD HDD
Lite-On 32x CDRW
Soundblaster Live!
GeForce 4 Ti4400 PNY
512MB Kingston DDR SDRAM PC2100

Any help would be appreciated.

and what have you done to try to get this working ?
have the parts your putting on this board come from another mobo ?. make sure the parts your putting on are working..

so far you have told us absolutly nothing..
