one weird problem one annoying!

hi remmber that network i made between two pc's? well when pc b reboots or turns on pc a automaticlly turns on! and i disabled the wake on lan in the bois! also is there any way that i can make the dail up networking not automaticlly connect but ask the user on the computer requesting to use the net, cuz the pc keeps turning on automacitlly and then it starts to dail up for unknown reasons such as programs, but i want it to ask even on pc b when the connection is on pc a. is that possible?

well its just two pcs networked with a crossover cable. when i turn on pc (b) pc (a) turns on automatically for no reason just because pc (b) turned on! and also is there a way that i can make the dail up connection to the internet so it aks u to connect and not connect automatically. Pc (a) has the connection to the net and what if someone wants to use it on pc (b) i want it to ask on pc (b) to connect not auto dail, because there are tons of programs that make the connection autodail right when pc (a) enters windows.
