No ntwork or cable modem, but Taskbar loading sloooow on startup.

I recently installed Windowblinds and now on startup, my taskbar takes 3-5 min. to load. Before it does, I get hourglass on hover. Rest of desktop is active (I can run programs from desktop icons but no explorer windows will open). I've tried uninstall and system restore, and except for removing Windowblinds, it changed nothing.

When I close Explore.EXE with taskmanager, and re-run, it usually loads OK but not always. Sometime no matter what, I just have to wait.

I had this issue once before after installing Powertoys. After about 20 reboots the issue went away on it's own. Is this weird or what? Anybody have this happen to them or know a fix?

No, I don't have a network or cable modem. Just a regular home PC. 766 Celeron, 256 MB RAM, 20 GB HDD. No problems with XP except this annoyance.
 
Winodwblinds as much as they say they improved it...slows startup...use stylexp or a hacked uxtheme.dll to run themes, cause windowblinds not only has to load on startup, but after it loads itself it then has to apply the theme which eats more time
