    It's more of a pop-over.

Well, I got the popup, weird thing is I tried to drag it to one of my other monitors (triple display) and it vanished. Seems to only stay in the browser.

The slid-in pop-up is not new at all. In fact, I have the option of using it for advertising on several of my sites. It's basically javascript that puts a closable window on your page. If you attempt to drag it out of the browser, it will in fact disappear. The easiest way to block those is to disable javascript, or use a pop-up blocker that blocks javascript windows not called by a click.

After some tooling around I configured ad muncher to block scripts containing txt oleqimangled and that worked for me.
