network net send messages

With win2000 I used to be able to send a network message to someone over the internet by sending it to their IP address. For example, I would open command prompt and type: net send x.x.x.x then the message here. the x.x.x.x would be the ip address, but now with XP, i always get a message back that says the computer or network is busy. I can send the messages over my home network just fine, but not over the internet. Is that because the XP firewall is enabled or is it because of another reason?
 
It should work fine.. try it without the firewall enabled. (right click on the connection and there is an option along the top for it (sorry not infront of my pc at the mo) and uncheck the box and see if that helps) if it does then yes, if not then no ;)
