.NET passport problems

hey guys, i just built my mom a new comp with winxp pro, & she uses a hotmail email account. ever since she started using windows xp, when she tries to log in, it asks for your .NET passport ID, which you can apparently use your hotmail ID for, but when you click sign in, it says that you must have cookies enabled in order to view .NET passport sites. my problem is that cookies are enabled, so i cant figure out why the !@# it says they arent. any ideas?
