need help optimizing for google

my friend has a financial aid web site

he buys words to advertise for his services

he thinks he's penalized for the format or some kind of content protocol, some components of a page will cause a higer rate

he doesn't know what components in a website makes google charge more or less

is there a guide how to design your page to get the greatest result and the least penalty?

This is a late reply, not sure if you're checking it. But, I recently subscribed to AdSense for the website listed in my signature. I did notice that some websites do give me more money than others. I haven't run any tests, but I was curious if you found out anything yet yourself?
