Is there a utility that checks if the RAM is failing or defective in a system?

Push F8 during POST to access the memory test.
I think it is memtest or is based on it.

Can also type in "memory" into the start menu to launch it there too (memory diagnostics tool). I used it once for ha-ha's, seemed decent.

Using the method above will give you the option to reboot now and try it out or schedule to run the next time you reboot.
