Limiting Upload Bandwith? How?

I know their is a way with Windows XP to limit the Upload bandwith my connection uses. I have a common problem that my DSL service offers only 8k max upload speed when i use programs that require upload it is easily maxed out. When this happens my download speed is cut to almost nothing (2-5kb). I would like to limit the upload speed allowed by programs on my computer to a max of 5kb. If anyone can offer some advice on this thanks.
