Keeping ras connections alive when logging off (again)

This has been asked somewhere around the 20th of April (I answered to that question, referring to a news-post), but since the link in one of that posts isn't working, I have to ask again.
What was the tweak again for keeping the ras-connecions alive when logging off? I found a tweak on the internet that you have to place KeepRasConnection = 1 in the HKLM\Software\Microsoft\Windows NT\Winlogon to enable the tweak, but that ain't working.

Help me please!
