I want to know if it's possible for me to do this:
I will partition my hard drive and install XP again on the second partition. Then I want to move my files from the first partition to the second and then delete the first so that I will have moved the important files. I want to do this because i have added a lot of "garbage" into my hard drive and want to only keep the important files.
 
You'll wipe out necessary boot files when you format your primary partition (repairable, but if you don't know how to do it beforehand you won't be able to boot to XP on the partition you create).

Make your partition, copy your stuff over and then format and reinstall to the same partition again (C:\). Just keep the partition you create (D:\) as storage for just this type of deal.
