IEXPLORE.exe runs in my background

Whenever I boot my machine or log on to a different user account a process opens itself(IEXPLORE.exe) it just runs in my background like its not even there, then all of the suden a browser pops up in german, with a download box and a picture of some chick and a web cam, I've tried to use ADaware to get rid of it but it doesn't find it, I've used msconfig to try and find it, but have had no luck, If annnnyone can please give me some ideas or info on how to get rid of this, It would be great
