How to limit XP user accounts more?

I'm running Windows XP Pro and would like to create an extremely limited user account for my child. I do not want him to be able to do anything but browse the internet and log off. I don't want him to have access to local files or shut down the computer but Windows doesn't seem to natively support these kind of limitations. How can I get more control of the user accounts or is there something else I can do so that he can log on while I am not around?
 
you can go to the group policy editor (in admistration tools), which should let you do a lot of these things

you can aslo turn of simple file sharing in folder options so can then set permisions on any and all folders
