How to enable smooth icon effect?

I just uninstalled WindowBlind because it not as good as Litestep. But for some reason all my icons look like this. Does anyone know how to fix this problem?

1. Download tweakui.exe

Tweakui.exe Download

2. Install
3. Start/run
4. type "tweakui.exe"
5. The last thing on the left says "repair"
6. Under that there is an option to rebuild you icons.
7. Repair Icons

Does this work?...Let me know, I might be able to think of something else.
