How do I read the index.dat file

I'm new at this stuff but I know that when I had 98 I could view the index.dat file through the program spider. I tried doing that on my new computer which has XP but it doesn't show anything. I've tried going into DOS and have found the files but haven't had any luck reading them. Can someone give me specific instructions on how to read the index.dat file for XP?

You can use notepad to open it. Or any other text editor.
 
You won't be able to view index.dat files for a couple of reasons.

1.) it is encrypted
2.) if it is in use, Windows won't allow you to open it.

I can open index.dat files on my computer.....never had a problem. I can read my visited urls in the index.dat file of IE.

As I stated, encrypted. This forum's font makes it appear as Chinese characters.
 
But if you scroll down further you will see urls to the site you have visited. Look:

I might have that if I allowed cookies from sites other than this one, and two others =)
