Well this post has to be the best one that i have seen on these forums ever.

I just purchased it, and as i am a small time system builder, and consultant, it has just saved me a fortune in server licences for testing.

And one of the checks they perform in australia is that you need an ABN (australian buisness number) before you can register.

You have to be an established MS Partner that meets those requirements.
