File refuses to be deleted

I have a 305mb file which is an incomplete movie,

It totally refuses to be moved or deleted, dunno why, just get cannot be moved or deleted coz a person or program is using it.

Help, sorry im a thicko.

OK sussed it out, I tried all the ways in safe mode etc nothing worked,

I eneded up using norton utils/wipeinfo.
worked a treat.
