downloads always halting

lately i've been downloading large files (demos, dx9, video clips)off of sites and the downloads keep halting somewhere in the middle. it just sits there at 23.7mb or whatever it may be, and if i cancel and redownload it, it won't resume.. so it just happens again. if i don't cancel and just let it sit there, it will eventually bring up a message about not being able to download the file.

i think this is only been happening lately, but it's been a while since i've tried to download large things like this.

what can i do? thanks.
