Does an external hard drive formatted in NTFS have to be "Optimized for performance?"

    or can it be "Optimized for quick removal."

    Not really sure what you mean by that question.

    What would you be doing to optimize for either?

    As a WAG I assume performance means it has read/write caching and quick removal means it is turned off.

    For an external drive I'd go with quick removal for safety to avoid data corruption. The external interface is going ot be slower anyway.
