Dictating start menu items?

I had seen some option somewhere to disable any applications from appearing in the commonly used group list that appears at the root of the start menu, and now I just can't seem to find where the heck I saw this option. Was it a third party app? I could have sworn it was built into Windows... Anyone know?
 
Right click on the Start button > Properties > Customize.

Its in there.
 
If you think of the 'Frequently Used Programs' list, you probably have seen it in TweakUI. There you can modify which programs are allowed to appear in this list. The option is under Taskbar - XP Start Menu.
