Device Capture Streaming

Does anyone know any free Applications for Windows that will do Streaming of say a TV Tuner card over broadband and for people that have broadband AND dial up? I'm not sure if this Linksys Router has anything to do with the streaming or if its that I'm too new to that Windows Media Encoder software. In LAN with any settings, I'm getting around an 8 second delay time of what is being played and what is actually being shown. I want to narrow it down to arround a 1-4 second delay.

I know webcamXP can stream a few sources including your desktop.
