custom email limit message

does anyone know how I can customize the email message that a user
receives when they go over their mailbox limit in outlook? running exchange server 2003.

Not easy to do by default.. you would need to hack dll's.

It can be done a little easier using the "quota message service" utility that a developer at Microsoft (i believe) put out under shared source.
