creating an image of a floppy disk

I'm looking for software that would allow me to make an image of a floppy disk from a folder or series of files. I've found a couple that can create images from an actual floppy disk, but since I don't have a 3 1/4" drive that doesn't really help.

What is the end purpose?

There are floppy emulators that will take an image and trick windows into thinking it's a real floppy. You could load an emulator program, copy the files to it and windows will treat it like a floppy. You could then make an image from the emulated files.

It depends on what you are trying to achieve.

I assume this has something to do with trying to run ancient DOS based programs that were designed to boot off a floppy.
