Controlling B/W usage?

I've got 2 machines with XP pro connected via a hub, one with adsl and internet connection sharing enabled.

Is it possible to set limits on the amount of internet bandwidth the second machine is allowed or on how the bandwith is split? How is this allocated in the first place if both machines are downloading large files and using up all the bandwidth, for instance?

Would a better proxy than the inbuilt internet connection sharing allow me to do this?

Also, is it possible to set a limit on bandwith for individual programs that do not have an inbuilt system for bandwith control?
 
1. Generally no.
2. ICS is not a proxy. A proxy however may be able to do this. But proxies are messy IMO.
3. Some software firewalls may have this feature, Im not sure.
