cant run 16-bit windows program

when I turn on my computer I get this error. Under it, it says insuffiecient memory to run this application. Quit 1 or more Windows applications & then try again. Im new at this so go slow. Thanks.

Im runnin windows xp home. Its a sony vaio with an 1800+ Amd athlon. Theres a sis inegrated graphics and sis audio cards. dvd player and cdrom.
