I have DSL, and I am suppose to have theoretically 1.5 Mbits/256 Kbits. In practice I only get from 1.1 to 1.2 Mbits Download and I do get the full 256 Kbits Upload. The bandwidth does not change at all, regardless of the time.
I have a couple of friends who went Cable and they get a bit more bandwidth than I do, but at 3:00 am when nobody is on. When they really want to get on the internet, the bandwdith drops below 300 Kbits. Although Cable is also a bit cheaper.
Anyhow, do your homework before buying the service.
