Your memory is fine. Sempron runs single channel only as shown by CPUZ. The 200 mhz clock x 2 which yields the DDR 400 mhz rate. (half of a P4 or 939 chip) The CAS is not very impressive at 3 clks but is not enough to cause the noticeable slowness. CPU all info all looks good.
It's either in the USB drivers or you have just gotten used to 800Mhz machines and now the 400 mhz seems slow.
The sound really shouldn't skip though. Some process or driver may not be playing well with others.
Is the energy saver in windows set to spin down your HD after a few minutes? You should notice the sound of it spooling up when you lag out if that is the problem.
