The ability to be able to apply themes and visual styles easily is always cool. Personally I like the way active desktop works in XP (much improved over 98, etc.).

The ability to be able to customize folders and such.

Much improved user interface and security.

And here are some cool built-in utilities:

    Computer Management - compmgmt.msc
    Disk Managment - diskmgmt.msc
    Device Manager - devmgmt.msc
    Disk Defrag - dfrg.msc
    Event Viewer - eventvwr.msc
    Shared Folders - fsmgmt.msc
    Group Policies - gpedit.msc
Local Users and Groups - lusrmgr.msc
    Performance Monitor - perfmon.msc
Resultant Set of Policies - rsop.msc
    Local Security Settings - secpol.msc
    Services - services.msc
    Component Services - comexp.msc
    Password Control - control userpasswords2
    Lock PC: %windir%\System32\rundll32.exe user32.dll,LockWorkStation
    WIN CONFIG: C:\WINDOWS\PCHEALTH\HELPCTR\Binaries\msconfig.exe

You could crank-up the FSB and a gentle increase in the PCI and AGP slots.
