Not very sure about it. Can't remember that I had like you a video camera icon in this place in My Computer, before I removed the item completely. So you or a program may have changed the icon already.
Anyway the default icon information for Scanner and Cameras is stored in the registry in the following places

    The icon in MyComputer
    HKEY_CLASSES_ROOT\ CLSID\ {E211B736-43FD-11D1-9EFB-0000F8757FCD}\ DefaultIcon
    The icon in Control Panel
    HKEY_CLASSES_ROOT\ CLSID\ {FB0C9C8A-6C50-11D1-9F1D-0000F8757FCD}\ DefaultIcon

The default value for both is "wiashext.dll,0"

Your video camera icon also is in wiashext.dll. So resource hacking this file may be a way to change the icon.

Perhaps you would like to give Axialis IconWorkshop a try? It's pretty good for changing XP's standard icon. Just press F7 when you are at the main icon editing interface. Don't forget to go back to the first tab to 'Rebuild' your icon cache. :D

Bugger... forgot to include the link... here ya go http://www.axialis.com
