Active desktop on w2k

on w2k pro you can not "lock" (when you scroll over them the top menu with close, enlarge the active desktop "window") desktop items (on active desktop), is there a hack or tweak out there so i can do this?

Try looking through gpedit.msc (run gpedit.msc)

User Config
Admin Templates
Desktop
Active Desktop

(that's for XP, but I believe it is the same for 2K)
