As far as I'm aware, this is simply an application, already available for the current firmwares.

This application is avaliable in many portable electronic dictionaries already. I'm not sure if it is avaliable for iPhone at this time, but considering Apple's quite talented fan base (with many being from Asia), I think this is totally possible.

Let's hope they'll add a handwriting recognition API too, so non-official applications will also be able to enjoy this feature
