DX 10 only ships with Vista.

I don't know of any games that strictly run under DX10 or are planned to be DX10 only. That and the fact that games so far have better performance in XP is the reason why I dual boot.

Yes for DX10 you need vista, though I've read reports of folks that ported back for XP but should you actually find that use it at your own risk as it could cause a lot problems
