Oh in my case it was vice versa. i was able to install the SP1 but couldn't uninstall it. i left PC whole night for uninstallation but in the morning it was still uninstalling ( some 90% in step 3 ) ..

This is really interesting .. how frequent may be this behaviour.. anyone else faced such problem .. i have such instance but it was quite different and was in XP.. my office computer didn't use to shutdown ( just locked ) and after a week may be my i couldn't copy and paste text and whatever...

As per my experience . you can format the 98 drive and try booting into the PC if it says some error then insert the vista bootable DVD instead of installing the windows . go to repair the system and repair the startup disk problem... this should automatically fix the problem.

As i personally use IE6 IE 7 and firefox. IE7 is more like firefox . I primarily use firefox for browser but my office web application only works with IE6 ( little with IE 7 ) . and there are some sites which require IE ( old style sites ).. so if u need IE then i suggest u to upgrade it. IE7...
