I finally found a site that offers ringtones to AllTel users: http://www.dada-mobile.net/?affil=13232 It's only "free" for the first 10 ringtones, then it's a monthly fee. I'm discovering the "free ringtones" on all these sites are ploys to get you to agreeing to more monthly fees...

I'm having the same difficulty, AllTel is not listed as a carrier in the free ringtone websites. Ah well, the stock ringtones on the phone are just fine I guess.
