is it possible to use virtual pc or make a duel boot that has OS X on it? thanks in advance.

Nope, basic fact is this.
There is no way you can run OS X on the x86 platform.

Not with Virtual PC. But if there were some "Virtual Mac" that emulated Apple hardware you could. But I don't think there is.

There are Mac emulators out there. One of the more popular ones is Basilisk II (which is open-source). However, all the current emulators can only emulate the old 68k Macs, because of which they can only run upto OS 8.1
So as of today, there is no PowerPC emulator, and no way of running anything later than OS 8.1 on the x86 platform.
