Default Hardware sound vs EAX hardware support

What is the difference between 'hardware support' for audio, and hardware supported EAX? For example, in Halo there is an option for hardware sound. Does this mean hardware supported EAX, or simply hardware supported sound in general?

hardware means hardware accelerated DirectSound3D, EAX means the same but with EAX added on top.

EAX works best with creative audio cards. Everyone elses implementation is nothing short of a joke.
