Default group policy printing

In group policy is there a way to make it so people can only print if they have password? I looked under control panel but all i could find was not allow people to edit the printer.

You can set permissions on the printer it's self. It will use Windows authentication.

Would i do that through the phaser software or just on each box is there a setting i can enable when i login under administrator?
Also kinda wonding would cause the printer to download stuff from the boxes about 100x slower now. It takes about 2minutes to recieve a 2mb file.
